Abstract
This paper will briefly outline the legislative process and the
lobbying process. It will then go on to show why health care reform
is needed, briefly describe President Clinton's proposal to pass health
care reform legislation, and then show why his plan and many
alternatives, both Democratic and Republican, like so many proposals
presented in prior congressional sessions, never were brought to a
vote.
What set of circumstances led to this piece of legislation being
left on the floor of both the Senate and the House without any
opportunity for the president to vote on it? The main focus of this
paper will be to show how both the legislative process itself as well
as the lobbying process in large measure caused the demise of health
care reform. In short; why did health care reform legislation die in
the 1 03rd Congress?
