dc.description.abstractThis paper seeks to analyze the organization and composition of the bureaucratic structures -within the United States House of Representatives that deal with American foreign policy to Africa. The paper will encompass two areas of analysis; the composition and organization of a long-standing subcommittee on Africa, and the organizational apparatus for foreign affairs within the private office of a member of the subcommittee on Africa. Before this two part analysis can begin, however, it seems appropriate first to focus upon the theoretical foundations from which the organizational analysis of bureaucracies has sprung.en_US
