Abstract
"The system" under observation is the Michigan Family Independence Agency
(FIA), more specifically, the Adult Services branch and the Bureau of Regulatory Services
in the areas of Calhoun, Kalamazoo, and Jackson Counties. For a clearer understanding of
the types of issues involved with complaint investigations, relevant literature can be cited.
Information gathered from interviews conducted with people involved in different aspects
of the process also will be explored. Methodology used in writing this paper will also be
included to explain sampling and assist with future research efforts.
In order to offer a clear illustration of how complaints in an adult foster care small
group home are responded to, case studies from three different Battle Creek homes will be
included. Each of these case studies was handled in a different manner and investigated by
different representatives. The discussion and conclusion sections (Chapters 5-7) will then
use the case studies, as well as other examples, to examine the discrepancies among
complaint investigations and explore how well the system is working under current
conditions.
