Abstract
In this SIP, I have attempted to focus on several intersecting issues which Mill and Eliot address in their respective works. Chapter one discusses aspects of culture, such as knowledge, education, and the expression of opinion and thought, and the problem with the tyranny of custom. Chapter two focuses on one of the main aspects of culture: communal and individual development. Chapter three narrows down the idea of the importance of development and expression to deal specifically with women, their oppression in the Victorian era, and the effects of class rank upon subjection.
