Abstract
Participatory Development techniques have become en vogue in development theory and practice, but some are more effective than others. This paper discusses Participatory Learning and Action (PLA), a set of participatory development techniques that empowers marginalised people to assess their own communities and create and implement effective and appropriate development projects. It will also examines how WEAVE's capacity development program employs these techniques to enable refugee women to work toward women's education, advancement, and empowerment as a way to improve their communities as a whole.
