Abstract
Over the last decade, the Chicago Teachers Union {CTU) has gone on strike twice. These strikes were the result of a years long process to restructure the union and its mission. During these strikes, CTU pioneered the Bargaining for the Common Good approach to collective bargaining. This model utilizes the leverage held by unions during bargaining periods to win concessions around community-based demands. CTU's strikes in 2012 and 2019 served as bookends for the resurgent teachers union movement in the 2010's. The purpose of this study is to determine if the organizational restructuring of the Chicago Teachers Union occur because of a shift in framing of what the union should be, or if the reorganization of union structure created a new understanding of what a union can do at the bargaining table? Through interviews with members of CTU, I researched the role of internal framing and structural changes in CTU' s adoption of the Bargaining for the Common Good model. The data from this study illustrates how the organizational structures used to implement the Bargaining for the Common Good model in CTU were dependent on the union's internal framing.
