Department of Agriculture via the 1966 Animal Welfare
Act and the 1985 amendment to that act specifically
addressing Non-human Primates (NHPs).

Defined as “….any measure which promotes the
expression of natural, species specific behaviors and a
decrease in, if not disappearance of abnormal
behaviors” (Dean, 1999)
