Abstract
This paper seeks to make connections between three major cities
and their urban renewal efforts in the recent past. Portland (OR),
Minneapolis, and Boston are each examined for their unique
approach or solution to urban renewal. Portland’s very unique political
culture, regional government and development control mechanisms
will be discussed. Minneapolis’ progressive neighborhood based
development program called The Neighborhood Revitalization
Program (NRP) which will be the focus of attention. Finally, Boston’s
was served in the 80’s and 90’s by a very progressive mayor named
Ray Flynn. His contributions to Boston were widespread but for the
purpose of this paper we will focus on his contributions to housing in
Boston. Taken together these three cities shed light on very positive
urban renewal techniques and paradigms.
