    Abstract
    The number of Nongovernmental Organizations (NGOs) and their importance has increased dramatically over the last few decades. Along with the increase in NGO presence and notoriety, aid channels have shifted, sending funding through NGOs instead of through recipient governments. This funding shift has become a source of tension between local governments and NGOs.
