    Abstract
The paper investigates the role of investment in human capital in agriculture as one aspect of the process of economic development. It is essentially a combination and deeper analysis of the two sectoral problems presented by Walter W. Rostow: the problem of increasing the productivity of subsistnece agriculture, and the problem of investment in social overhead capital during the transitional stage.
