"Safe Sex is Great Sex, Better Wear a Latex"-- Lil Wayne : A Comprehensive Review of United States' Sex Education Policy and Medical Accuracy

Medical accuracy was assumed to be a consistent requirement of sexual education policy. Examining the evolution of public policy on sexual education, it becomes evident that the Christian Right and conservative interest groups were able to manipulate medical accuracy. The federal requirement for medically accurate information under Section 317P [247b-17] of the Public Health Service Act was undermined due to the lack of a legally established definition of what constituted medically accurate information. Thus, states are able to manipulate this federal law at the state level through the production of illegitimate research and the proliferation of moral narratives. However, the legal context can be reinterpreted to protect medically accurate and complete information in national and international laws. The United States is violating federal laws and international treaties concerning accurate educational information and the human rights to health, life, and nondiscriminatory education by permitting programs that contain medically incomplete or inaccurate information. To demonstrate the evolution of sexual education policy and the violation of federal and international laws, I will begin by examining the current studies and research produced concerning the effectiveness of comprehensive and abstinence-only sexual education programs. This will help establish the effective components necessary to achieve the outcomes of lower teenage pregnancy and contraction of lllV/STis established as the purpose of sexual education policy. I will then frame the theoretical debate concerning medical accuracy in sexual education policy and programs. These debates will help understand the historical analysis of policy formulation in sexuality education as centered around a central debate of scientific legitimacy and moral concerns. Through this historical analysis, I will evaluate the various actors involved and their role in shaping this policy. From here, I will examine the significance of medical accuracy as well as its current role of in sexuality education. Then, I will investigate the legality of medical accuracy requirements in federal laws and international treaties that concern medical accuracy in sexuality education. Finally, I will contend for medical accuracy in sexuality education as realizing basic human rights and examine the ways in which United States' policy on sexuality education upholds or violates these human rights.
