This paper examines the value of resource recovery services as alternative methods for the disposal of municipal solid waste (MSW). By taking into account program costs, environmental consequences, and the commodity value of recyclable waste, an economic appraisal of resource recovery services is carried out. The incorporation of non-market value through the use of contingent valuation methods and an estimated willingness to pay shows the unique potential for alternative waste management services to provide positive net-benefit despite monetary inefficiencies. The final section of this paper conducts a cost-benefit analysis of the Kalamazoo College composting program.
