Abstract
The purpose of this paper is to examine the dynamics of the
entities and forces surrounding the whirlwind that PA 145 has
created, focusing on the problems downtown development
public/private partnerships face. Kalamazoo has been chosen as a
representative case for a number of reasons. The structure of
Kalamazoo's DKI is unique in that for the most part it combines the
dynamism of private business with the concern for civic welfare of
government. It has been extremely successful in the past, but faces
an uncertain future due to a government action that took place to
solve a problem unrelated to downtown development. This subject
deserves attention in a time when the desire for large scale reform
and change is growing in the United States and the world. What the
difficulties of the Kalamazoo DDA have to offer us is a view of the
negative consequences of radical change that can come of the best
intentions.
