Illiteracy in the Community : An Analysis of a Community's Literacy Needs
Abstract
The author contributed this survey of adult literacy needs to a larger research project focusing on the revitalization of the Ellen Wilson Dwellings located in the historic Capitol Hill district in Washington, D.C. With the aid of the HOPE VI grant from the United States Department of Housing and Urban Development (HUD), the Ellen Wilson development, originally constructed in the 1940s, will be rebuilt to provide subsidized housing and a new community in the Capitol Hill area. To estimate the need for literacy skills training in the development, the author used data extracted from the 1990 census, the United States Department of Education, and the greater Washington area literacy program providers.
