This paper examines urban renewal efforts in Boston, Massachusetts, Minneapolis, Minnesota and Portland, Oregon. More specifically it examines the ways in which Boston was served in the 80's and 90's by a very progressive mayor named Ray Flynn. His contributions to Boston were widespread but focused primarily on housing. Minneapolis has implemented a progressive neighborhood based development program called The Neighborhood Revitalization Program (NRP). Finally Portland has a very unique political culture, regional government and development control mechanisms. Each of these things are brought in to a historical context and discussed. Finally the lessons that can be taken from the cross examination of these three cities is discussed.
