Movement of the People: A Study of Citizen Involvement in Transportation Planning
Abstract
This paper begins by examining the historical contexts for a new citizen
movement now beginning in the United States. This new citizen movement is then
examined in the context of a case study of a public involvement program instituted by a
Chicago non-profit agency, the Center for Neighborhood Technology (CNT). Through a
series of innovative community meetings, CNT was able to build a public involvement
program that challenged the status quo in transportation planning for the Chicago region and exemplified many good practices in the realm of public participation.
