Abstract
The purpose of this research project is to determine what a city government can
do to increase economic activity. In doing so four main topics emerged and became the
main themes of the paper. The first main section deals with specific programs available in
the state of Michigan. A set of case studies then focus on the cities of Flint and Grand
Rapids and the different levels of success each of the two cities have achieved through
these programs. The two remaining sections center on the measures that cities anywhere
can take to help build a solid economic foundation for themselves: first through economic
measures and then through non-economic measures, the so-called "quality of life"
factors.
