The subject of this paper is the 1917 Elihu Root Special Diplomatic Mission to Russia. It is not intended to be an exhaustive chronicle. On the contrary, the purpose of this paper is to attempt to assess the historical significance of the Root Mission to United States Diplomatic History. The approach to be employed consists of seeking answers to several fundamental questions; First, how did the Mission come to be sent, what was its purpose or goals as seen by the State Department, the American public, and the Mission members themselves. What did the Mission accomplish, how was its report viewed before and after the Bolshevik Revolution, and finally, how, with hindsight, may the Root Mission's role in "American political history be judged?
