In this paper I hoped to study British foreign policy in Iran just before World War I. It was a very important time in the history of that country in that it faced a grave danger of foreign control at the same time as it was going through its first real period of political modernization. Finally, the importance of the development of oil, which first began in Iran during this period, was to have a lasting effect on world history.
