dc.description.abstractThe trial produced over 12,000 pages of testimony in addition to hundreds of pages of exhibits. Consequently, it is beyond the scope of this paper to deal extensively with all the material gathered during this period. It is the intention of this writer to present an over-all view of the techniques employed by the Master in determining a fair rate (one that was understood as not to deprive a railroad company of a fair rate of return upon its property) to both the traveling public and the railroad. The methods used in this particular case dealing with a railroad operating in the Upper Peninsula are typical of those used in many cases. This study of a specific rate case is representative of many rate cases during this time. The importance of the paper, notwithstanding its analysis of the Duluth, South Shore & Atlantic Railway Rate, is that it is representative of rate cases throughout the country.en_US
