The subject of this paper stems from my interest in Lloyd George and in Russia. My interest in Lloyd George is concerned with his energetic leadership in the political world; with Russia my interest is concerned with the development of the Soviet Union. These two interests came together when I realized that a connection between the beginnings of the Soviet Union and the period in which Lloyd George was prime minister of Great Britain was worthy of study. For me, an investigation of the background of the relations of the Soviet Union and Great Britain is important for an understanding of the future relations of these two countries. Because the history of this background is infinite, I have chosen to look at the development of the first relations between the governments of these two countries.
