Abstract
My thesis deals specifically with the origin and the coming into being of a new system of international cooperation - the Mandates System. This system was a political arrangement created at the end of World War I. It was one of several steps taken to neutralize the dangers of imperialism and the consequent rivalries between nations. The mandates were territories removed from exclusive sovereign jurisdiction of the administrating states and placed under international jurisdiction subject to the supervision of the League of Nations. Specific mandated territories were the former colonial possessions of those states defeated during World War I, i.e. Germany and Turkey. The establishment and administration of the mandate system was based on Article XXII of the League of Nations Covenant and on specifically negotiated mandate agreements. The plan allocated each mandated territory to the administrative supervision of a state known as the Mandatory.
