    Abstract
    The original purpose o£ this paper was to encompass the activity of F.I.G.H.T. and adjudge it harmful or helpful, foolish or wise, and good or bad. After only the slightest entry into the research, it became certain that the paper must be changed. For one thing, it would have been unfair, perhaps a complete waste of time, to concentrate on the effectiveness of activity of the six month old organization. For another thing, it became apparent that there was more at stake than the operation of the same old employment programs under a catchy new title. In the process of accepting the broader scope the paper, I think, became much more worthwhile. Regardless, it became a true learning experience for me and has, in several ways, taught me a lesson.
