The purpose of this manual is to present a method of attacking pollution by taking polluters to court. As a model I will use the first successful organization to combat pollution through the courts: the Environmental Defense Fund, Inc., now in only its second year of operation. Since I will make constant reference to EDF organization and experience, it is necessary to summarize rather extensively EDF's history, its mode of action, the scientific evidence behind it, and the suits it has brought to the courts. I have included this information in the Preface, since EDF is only a subsidiary topic of this paper -- of use in arriving at a practical method of ending pollution.
