This paper is· intended to serve two objectives which are related to a partial solution to this problem. First, the paper will consider the differences which fundamentally separate two units of analysis, systems analysis and group theory, and secondly, it will discuss and criticize the differences which characterize individual works representing the same unit t of analysis. Beyond these two objectives, the paper will seek to present recommendations as to ways in which both systems analysis and group theory may increase the contribution which they can make to the understanding of political behavior, and to the solution of some of the problems which confront all political systems. Hopefully, the reader will acquire some additional knowledge of these particular units of analysis, their strengths and weaknesses and some suggestions for improvement, at least as these factors are analyzed by this writer.
