dc.description.abstractThe purpose of this paper will be to examine how lend-lease evolved from the earlier attempt at aiding Britain. Rather than trying to delve into the origins of the destroyer-bases deal of September 1940, I will cover the period after September until March 1941, with respect to the Lend-Lease Bill proper. A certain amount of background, however, will be necessary.en_US
