Abstract
This paper was initiated as a study of Reorganization Plan No. 2
of 1966--how it was proposed and factors in its Congressional consideration.
After I became more involved in the subject, it became apparent
that Reorganization Plan No. 2 of 1966 had perhaps a much more interesting
history and significance than the then current composition of Congress
and the approach of the Administration to lubricate the wheels of
government. While researching this study, my emphasis shifted from the immediate
political situation to the longer-range developments since enactment
of the first permanent, modern water pollution control legislation in 1956.I
was not able to include the effects of the deceased President Kennedy
or of the deceased Senator Kerr in this paper, although their actions in
the early 1960's could have had significant effects on the course of developments.
