An Analysis of the Functions, the Priorities and the Impact of the American City Attorney

The purpose of this study is to provide an analysis of the priorities, the functions and the impact characteristic of the American city attorney. There are over 2000 municipalities in this country with a population of over 5000. In each, provision has been made for the retention of legal counsel. A city attorney then is the municipal official responsible for legal services. This responsibility spans activities ranging from legal advice to ordinance enforcement. The scope of this involvement is such that a noted legal expert, Charles Rhyne, has remarked, "Without their lawyers local governments simply could not operate." This thesis is the direct result of three months of research and reading in Hartford, Connecticut and Kalamazoo, Michigan. I have long been interested in both the legal profession and urban affairs.
