"Violence is a reality in America today. In the light of events in recent years, it has become the most serious domestic problem confronting the United States. " What are the causes of this violence, this increasing crime rate? Mr. J. Edgar Hoover, FBI Director, has cited social-and economic causes, lack of individual responsibility, disrespect for law and authority, the attitude of permissiveness in our society, the discrediting of law enforcement, the administration of justice, firearms, and the communications media. The clamor for law and order is being heard throughout the country. This issue ranked higher than the Vietnam War in the 1968 Presidential election. The people and the politicians are expressing an opinion similar to the statements of Judge Edward S. Piggins of the Wayne County Circuit Court. "The law must be paramount. The law must be respected. The law must be enforced. The law must be obeyed. Without it, all else is utterly meaningless." In the final analysis who will be enforcing the law? Who will be making sure the law is obeyed? The answer is simple-- the policeman. This paper is about the law enforcement officer. Separating the criminal from the citizen is the job of the "thin blue line".
