The ultimate design of this paper is to project an understanding of the "Honest Elections Act of 1967," now on the calendar of the United States Senate. Historical background material has been briefly explained in an attempt to concentrate solely on the important issues contained in the bill. Hopefully an adequate explanation has been given to the pro and con sections of the paper.
