The continued participation of the communist parties of India in the United Front (1967-72) and Left Front (1977-present) governments of West Bengal raises interesting and significant questions for students of both communism and Ind1an politics. To what extent have the communist parties been able to effectively utilize governmental power to bring the political environment in West Bengal in closer accordance with their ideology and strengthen the forces within society whose interests they claim to represent? What constraints do the electoral system and the framework of state power impose upon the practices of the Indian communist parties? How has participation in state government influenced the communist movement with1n the state? This study attempts to address these questions by examining the role of the Communist Parties in the United and Left Front governments of West Bengal. Its focus is especially directed towards the role of the CPI(M), which has played the dominant role in both periods of coalition government. By examining and contrasting the two periods of communist-led government, the study attempts to discern the shifts and changes within the Communist movement and in state pol1tlcs and traditional power bases as the left coalitions have spent an increasingly lengthened time within the electoral government system and have spent greater amounts of their energies in the electoral process.en_US
