This thesis is hardly the accepted view of the 1930's and it is not surprising that it occasioned much controversy and comment when it was published, most of it quite critical and hostile. It is the purpose of this paper to examine Taylor's thesis, to see if it can withstand the arguments against it and to attempt to reach a valid conclusion regarding the outbreak of war in 1939.
