Abstract
The goal of this thesis is to contribute to the
understanding of the decision-making process in a
political system. When the decision-making process is
understood, one may make decisions on how to achieve
desirable goals within the system, or may suggest
changes in the decision-making process of the system
which will facilitate the achievement of desirable
goals.
Specifically, this paper is a study of how decisions
are made in one large urban school system - Boston.
Big city schools are in a period of crisis. By adding
my study to others on the subject, my purpose is to
contribute to the body of knowledge concerning the
politics of urban schools. Solutions to today's crisis
will come only from a sound understanding of how the
present system works.
