Abstract
First we will consider interaction which has taken place between the United States and Portugal on a bilateral basis. Because of the lack of consensus some sort of pressure or force must be used to enforce one's values on another country -- thus bargaining takes place between the two countries. Second, we will discuss the action which has taken place in the United Nations regarding the situation in Angola since 1961. By considering the stands taken by the United States on various issues and its votes on resolutions concerning Angola we will see how American policy regarding Angola has evolved in the years since 1961. Third we will survey the internal pressures on American policy regarding Angola; we will discuss the various groups which have attempted to influence American policy both in support of Portugal and in support of self-determination for Angola. Finally we will attempt to assess the information accumulated in order to make concluding generalizations concerning the nature of American relations with Portugal and ultimately its implications for the study of international relations in general.
