dc.description.abstractIs a wider understanding of rights possible that encompasses both political and civil and economic and social rights? Is an understanding possible that is both applicable and enforceable for all of Europe, and that can serve as a point of commonality instead of division? Finally, is there an institutional framework available that is capable of bridging this gap and serving as a forum for East/West rapprochement? The opportunity facing Europe and the world today is tremendous in terms of increasing realization of human rights and political understanding beyond what was once the Iron curtain. The fundamental importance of the role human rights plays in international relations renders the historic crossroads in Europe of incalculable importance, one to which Western Europe's regional organizations must rise.en_US
