| dc.description.abstract | The first chapter defines and discusses
the problem of poverty and the various barriers to employment that the
poor must face. Chapter II discusses why manpower training programs are
necessary. Also included in this chapter is a general plan for the
construction of a manpower training program and a discussion of present
training efforts. Chapter III discusses the effectiveness of the various
programs in attaining their stated goals. Chapter IV discusses the actual
operation of certain local manpower training efforts (located in Kalamazoo).
This is done by presenting interviews with some of the local officials
in these training operations. Chapter V is a presentation of certain
specific problems that are facing almost all existing programs and conclusions
as to the overall worth and effectiveness of manpower training
effort as it concerns the disadvantaged. | en_US |
