This paper does not attempt to explore new dimensions in political theory or even reinforce old ones. Instead I have tried to explore several aspects of civic responsibility by tracing the development of a major public project. Edifices of the nature of Pontiac's new stadium do not just appear out of the blue. Thousands of man-hours of work are involved in planning and preparation and much practical knowledge can be gained by studying the independent factors that lead to the completion of such a project.
