dc.description.abstractThe question is, how can cities as whole be found to be less financially and economically distressed, and yet poverty appears to be worse than it has been in 10 or 20 years? The paper that follows answers that question, and proposes a solution which will help eliminate inner-city poverty (separation), and Society in the process. The solution is Community.en_US
