The issues addressed in this paper are as follows: 1) What was the Framers' intent, if any, regarding assignment of the war powers respective of the President of the United States? 2) How were the war powers exercised by those Presidents whose experience was rooted in the framing of the Constitution? 3) What have been the appropriate responses by the Supreme Court and Congress in regards to the development/deviation of the presidential war powers? 4) Have these responses been appropriate and effective? Which have limited the presidential war powers?
