Abstract
This Senior Individualized Project is in two
parts. The first section is the result of my investigation
on lobbying in the Michigan State Legislature.
It deals with definitions, legal aspects of lobbying,
methods and techniques, communication distortion, public
visibility, the effects of Watergate, further necessary
reforms, the Campaign Reform Act and a comparison of
Lansing to Washington in the field of lobbying. The
major source of information came from a series of interviews
I conducted. It was more an intuitive approach
than one of statistical precision.
The second section is a report on the Companion
Study I worked on, concerning vehicle utilization, for
the Department of Management and Budget, State of
Michigan. Here the bureaucratic structure is reviewed;
as well as, the people and the project in which I
participated. Further, I have included my own insights
gained while working inside a bureaucracy.
