Abstract
Much has been written about the issue of busing for integration.
Doubtless, much more will be written before the problem
is solved. This work intends not only to outline the
history of desegregation litigation but also to sketch the
immediate legal framework upon which most of the current court
cases depend. This is possible, as the paper will show, because of an evolving consensus among the courts, and one that, despite the lack of clear direction, has consistently found that segregated education is unlawful.
