Abstract
In the midst of a massive invasion of his state from tribesmen
in the Northwest Frontier Province of Pakistan the Maharaja of Jammu
and Kashmir importuned India for military assistance. In order to
avoid international complications India asked the Maharaja to accede
to the Indian Union. In accepting the subsequent accession offer
by the Maharaja India stated that when law and order were restored
in the State the question of accession would be referred to the
people. This condition was stipulated in October 1947, but self-determination
for the people of Kashmir has yet to be fulfilled.
This paper is a study of the historical factors which lead to
the dispute, and political factors which have made its solution
particularly difficult.
