People did not vote in the 1971 Philadelphia mayorality race for either Longstreth or Rizzo because of specific administrative abilities or campaign promises. Rather, as I will attempt to demonstrate, it was what each candidate represented and how he satisfied the psychic needs of the voters that dictated the ultimate outcome. The Rizzo candidacy is especially open to such an analysis due to the folk hero image he has developed among certain segments of the Philadelphia community. People did not vote for or against Frank Rizzo because of his positions on the problems tearing away at Philadelphia.
