The New Hampshire Sweepstakes: An Historical and Analytical Study
Abstract
Consideration of the New Hampshire Sweepstakes
within this paper will center upon the questions: What has been the
history of sweepstakes within the United States? Why after a
century and a half of disuse and discredit did New Hampshire
consider the resurrection of this method of raising revenue? What
was the course of the current legislation leading to its adoption in
1963? How, and with what factors held of primary importance, was
the agency responsible for the mechanics of the operation established?
Has the program run smoothly and successfully during its first year?
Have any of the criticisms by the opponents of the sweeps been shown
to be correct as of this date? Are any predictions of its future possible?
By the conclusion of this work we hope to have
reached some realistic evaluation of this historic program.
Additionally, we shall endeavor to make some personal appraisals
concerning its impact upon other state governments and the
desirability of this impact, public acceptance of the measure,
lobbyist techniques in this instance and in general, and, finally.
the use and value of research of this nature in the field of political
