Abstract
Legislative apportionment constitutes an age-old problem; it is nothing new. But the acute awareness of this issue is new. This consciousness has resulted from the historic decision by the United States Supreme Court on March 26, 1962 -- Baker v. Carr. It spawned an avalanche of judicial litigation. This thesis concerns the apportionment issues, but is primarily focused on the situation as it confronts the State of Michigan. In this paper, special emphasis has been directed at August Scholle's legal challenge to Michigan's allegedly-malapportioned senatorial districts and at the progress of the ensuing litigations.
