dc.description.abstractLast Fall Quarter I was an intern for the Americans for Democratic Action. I was given the chance to be a lobbyist for this group when I was asked to work on Senator Lawton Chiles "Government in the Sunshine" bill. This bill was a proposal to open Congressional committee meetings and Federal agency meetings to the public. This paper is intended to survey the conflict which arises when secrecy is used to obtain the goal of efficiency at the expense of the democratic ideal of public discussion. This issue is one of the few cases where the state legislatures have acted before the Congress.en_US
