An Analytical Study of Local Government in Grand Rapids, Michigan
This study is based upon and takes its inspiration from the book Four Cities by Oliver P. Williams and Charles R. Adrian. Four Cities attempts to make a comparative analysis of four middle-sized Michigan cities over the decade 1948-1957. An attempt was made to secure explanations for policy variations over the time span. This study does not intend to follow Four Cities to the letter of its scope, organization, or method. The most fundamental difference is that this is not a comparative study. It is intended to be an analysis of one city, using some of the criteria of Williams and Adrian.
