This paper will begin with an analysis of the economic, political, and environmental background of Muskegon County. Then a description of the goals and operation of the Wastewater Management Systems will be given, so a firm understanding of what was at stake can be made. The formal inter-governmental relationships on the inter-local, local-state, and local-state-federal levels will be given. Finally, the political struggles that developed will be discussed.
