Michigan's PBB Crisis: A Public Policy Perspective

Everyone who has reviewed the PBB crisis in Michigan agrees that it was a disaster. This paper, then, is an attempt to analyze what produced Michigan's PBB event and how the resulting problems were handled by public policy-makers. It is hoped that by doing this we can more readily understand the nature of similar events and our options for dealing with them when (not "if", for that seems inevitable) they arise in the future.
