The Congressional Arts Caucus: Study of a Legislative Service Organization

In the past twenty years, there has been a proliferation of a particular type of governmental organization, the legislative service organization. The dramatic increase in the number of these informal groups has focused much attention on their function in the United States Government and on the reason for their existence. This increased attention has also led to some questions concerning the effectiveness of regulations governing legislative service organizations' activities and has resulted in a re-evaluation of these regulations. As a certified legislative service organization, the Congressional Arts Caucus has been directly affected by the recent interest and changes in regulations. It too has undergone the scrutiny of the government and has had to reassess its function and operations.
